Language Guess on homepage uses deprecated GlotPress project

Description
lang-guess/lang-guess-ajax.php, which provides the homepage "WordPress is also available in ..." text currently pulls it's translations from project 81, which is meta/forums-old.
These strings should be moved into the meta/wordpress-org project instead of the old International Forums project. Additionally, those forums were not available in all locales of Rosetta.
