No Syncing between rejected strings on translate.wordpress.org

Description

For translations of (e.g.) plugins there are (mostly all the same) strings in/for Stable and Development.
If something is approved or translated/saved in either Stable or Development it will be applied in the other as well.
But if something is rejected (with or without feedback) or changes requested, it will not be applied in the other. This is duplicated and tedious work.
I have not checked the behavior for fuzzy.
