Prevent self-moderation

Description

It's always been a rule for moderators that they should not moderate their own photo submissions in order to keep things above board. However, that has not been strictly enforced by the site.

Moderators should be able to see their submissions in any relevant admin post listings, but not be able to edit or publish their submissions.
