Need to FiX The URL Issue for the 'All' Category from the Plugins Page ( Found 404 error on live page)

The 'All' category (​https://prnt.sc/13xZM_owyW5q) from the plugins page should be linked to the ​https://wordpress.org/plugins/ URL all the time, even after using pagination for Community and Commercial categories.

However, after clicking on the pagination for Community and Commercial categories,
the URL from the ALL category gets changed and shows a 404 error after returning to this category.

This is how the issue could be reproduced:

1. Go to the Community (​https://wordpress.org/plugins/?plugin_business_model=community) or Commercial (​https://wordpress.org/plugins/?plugin_business_model=commercial) category from the plugins page (​https://wordpress.org/plugins/).

2. Use the pagination to go to a different page and see more plugins

3. Click the "All" category to return to the main plugins page — a 404 error will be shown.
