Plugin Directory shows broken links to pagination above the limit

Description

It seems like we limit search results in the plugin directory to 50 pages, but we still show links to the 51st page. Clicking on those will redirect you to the homepage without an explanation.

For example, ​https://wordpress.org/plugins/search/map/ shows a 51 link, and ​https://wordpress.org/plugins/search/map/page/50/ shows 51 and Next links.

When the number of pages is under the limit, like ​https://wordpress.org/plugins/search/okta/, then everything works as expected.

While using BuddyPress ​https://wordpress.org/plugins/search/buddypress, I experienced the same issue.
