Ability to report a photo

Description
When viewing an individual photo in the Photo Directory (e.g. https://wordpress.org/photos/photo/<photo-id>/) it would be nice to have the ability to report a photo. Options would perhaps be specific items as noted in the Guidelines (https://wordpress.org/photos/guidelines/) like "Not a photograph", "Contains overlays", etc. as well as an "Other" option and a free-form text field to note what the reporter views as reportable. That would presumably go into a similar queue with the Photo Team to assess if some action is necessary.
Alternatively, some text near the bottom of individual photo pages like "To report an issue with this photo email photo@… or share in Slack #photos." to capture those reports in some manner for review.
