Allow flagged users to edit their profile.wordpress.org profile

Description
Right now a flagged user cannot edit their profile on profile.wordpress.org
We should allow this, since they are sometimes flagged for spam in bios and should have the chance to fix that.

AFAIK there is no connection between forum modwatch/flagged and profiles.w.org.
The user that triggered this, is being flagged by Akismet, it's not happy with something in the account. Marked as ham, they should be able to update now, will respond to their Email.
