Sporadic 404 for de_DE core translation file

This URL sporadically returns a 404 during the automated performance test suites for core, causing the tests to fail. Re-running the test usually results in the file being downloaded as expected.

I can't see anything broken currently in the server responses, I'd be curious if a retry would work here (not that it should be required)
