The submit button appears differently below the form on the 'Moderating Photos' page in "​https://make.wordpress.org/photos/handbook/moderating-photos/#how-to-join-the-moderation-team".

Switching from the Jetpack form shortcodes to the form blocks will probably fix this, but I don't want to accidentally break any fields.

Would be good to fix though, the current submit button has no focus style.
