Balance spacing on tier 3 sidebar items

With there being no style changes from tier 2 to tier 3 on the sidebar other than a left margin, I think it becomes much easier to read when the top spacing matches the bottom spacing.

Hi Craig, would you mind refreshing your patch to contain the file path from sites/trunk/wordpress.org/public_html/? There are plenty of style.css files and I'm not sure where to apply your patch.
It would also be helpful to have before/after screenshots to see the change without having to apply the patch.

Is there a way to change the styles without having to use an ID?

@samuelsidler mentioned make/community/handbook which have a lot of sub-pages, adding more pixels makes the sidebar enormous.

3px-padding.png​ reduces the top/bottom padding by 1px. Are there other ideas to solve this?
