"The following users can edit translations for either a parent project or all projects." can cause confusion

On project pages such as:

There is a section in the bottom-right corner that lists the editors for the locale (GTEs and PTEs).

Currently, this list can be misleading. If someone is assigned PTE permissions for all plugins/themes in a locale, they will appear in this list alongside GTEs, without any visible distinction between the roles.

For example:

I am PTE for nl_NL for all plugins and themes
I am GTE for nl_BE

Because of this, I appear in the editors list for nl_NL on those project pages. However, I am not a GTE for nl_NL.

This has caused confusion with plugin developers who assume that everyone listed there has full editing authority for the entire locale. In a recent case, a plugin developer contacted me asking to grant them editor permissions for nl_NL. When I explained that I could not do this, they pointed out that the interface says I can “edit all projects”.

From the perspective of someone unfamiliar with how translate.wordpress.org roles work, the interface does indeed give that impression. The current wording suggests that all users listed there can edit every project in the locale (including Core, Meta, Patterns, etc.), which is not necessarily the case.

Suggested Improvements

One of the following changes could help clarify the situation:

A) Complete rewording of that text.

B) Display the role next to each username, for example:

• username (GTE)
• username (PTE)

C) Clarify the explanatory text so it distinguishes between:

• Global Translation Editors (GTEs)
• Project Translation Editors (PTEs)

D) Possibly separate the list into two sections:

• Global Translation Editors
• Project Translation Editors

Any of these changes would make it clearer which users actually have global locale permissions and which are project-specific editors.

This would help prevent confusion for plugin/theme developers who rely on the interface to understand who to contact for permissions.

At my opinion adding more information or separate paragraphs for roles for project editors can be even more confusing, for now its correctly displays everyone who has editor rights to the project and PTE's that were assigned to the project.
The only one confusing thing in list is that PTEs are listed along with CLPTEs.

As for multiple project editors and figuring out who is GTE and who is category translation editor it is not used much and speaking of someone who want to seek contacts, they can look at user profiles
