Profiles: Visible border on the tab navigation <ul> wrapper on mobile widths

On the WordPress.org profile page, the border is applied to the tabs container <ul> wrapper, which is visible on smaller screens.

Steps to Reproduce

1. Visit WordPress.org profile page.
2. Resize viewport to mobile width (<767px)
3. Navigate to the profiles tab section (Themes, Photos, Favorites, Translations).
4. Observe the border applied to the tabs wrapper in addition to the pill-shaped tabs.
