Onboard New Test Team Reps for 2026–2027

The Test Team has new team reps for the 2026-2027 term. We need to make the corresponding updates across the WordPress.org Meta sites and permissions.

1. Add @r1k0 and @huzaifaalmesbah as authors who can author posts in the Updates P2.
2. Update the page ​​https://make.wordpress.org/updates/team-reps/ with @r1k0 and @huzaifaalmesbah for Test Team Reps.
3. Ensure the new Test Team Reps have the required permissions to manage meetings at: ​https://make.wordpress.org/wp-admin/edit.php?post_type=meeting
