Plugin directory: update card styling to match wp-admin

Description
Specifically: Remove the bottom border on the h4 and increase font-weight to 600, and remove underline beneath text links.
Also spotted an unused ".action-links" div, which we should either remove, or add a "download" button into.

Fixed in [9939-dotorg] and [9940-dotorg].
Due to width constraints for the content area of the Plugin Directory (especially compared to core) I'm not sure if making use of action links/buttons here would look right, so I removed that code and styles for now.
