International sites should not use the global footer

Description

The rosetta theme currently has no footer, however the sub-sites such as the Themes Directory & Plugins directory incorrectly continue using the English footer.

We should either give Rosetta sites a footer, and use it consistently, or not display any such footers.

Additionally, on RTL sites the footer is floated left, rather than remaining center aligned.

I've pushed a change which removes the menu on rosetta sites for now.

We should investigate a replacement for the menu which is localised & relevant to the sites.

Part of this change has changed the styling of the Code is Poetry tagline, if a language doesn't have a translation for it, then it uses the image we use on WordPress.org, otherwise it uses text and styles it close to that of the image.
