The query needs to be updated around this line: https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html/wp-content/plugins/trac-notifications/trac-components.php#L439. We've historically had tons of these in the Customize component, due to the large number of bigger-picture and longer-term tickets that we have. That distracts from this query's focus as an area needing attention, and component maintainers are likely able to get attention for their tickets if they need it through other means.

I looked into that and it's not a trivial thing to add, without having to change the way a bunch of queries work. It's understandable that the helpfulness of this metric suffers in the scenario you described, but I think for now that inconvenience doesn't really outweigh the effort required to change that.
