Theme directory should list current logged in status

Description
The Theme directory doesn't currently display any kind of logged in status, which can be confusing for those who need to login first.
We should do something similar to the Support forums and the Plugins directory where it displays the logged in status in the upper right.

We have the admin toolbar enabled by default, indicating logged-in status. Would you consider that satisfying the purpose of this ticket?

If we're standardising on the toolbar for that, then yes.
I believe there's another ticket elsewhere which is for standardising the logged in links over all of WordPress.org, last I checked forums/plugins/themes/etc all had different account link locations
