Didn't look through them all but the links on https://meta.trac.wordpress.org/browser/sites/trunk/api.wordpress.org/public_html/core/credits/wp-44.php and related credit pages that are pulled into WP sites for the credit pages, have links which are no longer correct for PHPMailer as well as HoverIntent

PHPMailer is now located at ​https://github.com/PHPMailer/PHPMailer

hoverIntent is now located at ​http://cherne.net/brian/resources/jquery.hoverIntent.html

Probably worth adjusting in the wp-45.php release. Not sure if worth making historical adjustments.
