Note how the title of this page is an awkward <h2>: ​https://make.wordpress.org/meta/project-queue/

We should match the styles, preferably going with the <h1> style. :)

Ugh, that made the keyboard shortcuts / comment toggle links huge, because those controls are inside the h2. I'll fix it tomorrow.
