Don't show 'Uses' or 'Used By' sections if nothing is to be listed

There are plenty of instances where a function/method/class/etc doesn't have a relation to list under 'Uses' and/or 'Used By'. In such cases, the 'Uses' and/or 'Used By' section(s) should not be shown.

Also, in the case where all subsection of 'Related' aren't being shown, then the 'Related' section itself shouldn't be shown either.

In 3811:

developer.wordpress.org: Don't show the 'Related' section, or either the 'Uses' or the 'Used By' subsections, if nothing would be listed.
