[3996] / [3997] / [4749] introduced a new text for "Create a new review" form:
When posting a review, follow these guidelines: * If you are reporting an issue with this plugin, please post here instead. * In order to rate a plugin, you must also submit a review. * Please provide as much detail as you can to justify your rating and to help others.
In the first list item, the word "here" is a link to the plugin support forum, but it's not underlined and is hard to discern, at least on my screen, see the screenshot.
The resulting text is confusing and could be interpreted as the suggestion to use the same exact form for reporting an issue with the plugin.
We should either underline the link or change the text to "please post in the plugin support forum instead".

I'm leaning to the second option, as the lack of underlining appears to be a design decision (other links in the theme are not underlined either), and I think an informative link text is better for accessibility.
