New Plugin Search Mostly Broken for Multi-Lingual

The last fix in #1692 somewhat broke searching the directory in other languages.

The prior search also needed some improvements to better balance matching in the translated languages vs matching the english fields as a backup.

@SergeyBiryukov thanks for the great example. Found a bug on the indexing side with this when only some of the plugin's content is translated. Once the above patch is merged the search for that plugin should work now.
