Support Theme: Remove some excess whitespace on home page

In the preliminary mockups, there's enough breathing room between sections and items on home page, but in the current theme it seems a bit superfluous. On https://ru.wordpress.org/support/, we have 12 forums, and the list doesn't even fit on my desktop screen.

With that much whitespace, it's hard to focus on forum descriptions and find the right place to go.

I think we could keep enough breathing room, but remove some excess whitespace to make the page easier to parse.

I'm not sure I agree, that there is too much whitespace. There may have been changes to the homepage since this ticket was opened that helped, but I do think the way it's currently displayed is fine.

Let's not change it?

The only excessive bit is where the tag cloud used to be, but this will be solved by the introduction of HelpHub shortly, so this ticket can safely be closed in favor of that.
