Readme.txt section 'Upgrade Notice' cannot be translated

Description
In the standard readme.txt of a plugin, there is an == Upgrade Notice == section that can be used to highlight the major changes in the version, but this section does not seem to be available on translate.wordpress.org in the stable or development readme for translation.
See attached picture on a nice usage of the Upgrade Notice, but of course it would be better to have it in the site (user) language. So it should be offered for translation so locales can decide to translate it or not (in most cases the changelog is never translated, but this upgrade notice is different).

- Priority changed from normal to low
FWIW this is due to api.wordpress.org/plugins/update-check
API not being locale-aware.
Unfortunately, supporting translation in that API isn't easy due to the sheer number of requests that API handles.
I'm bumping he priority down to low
on this to reflect that it's not going to change anytime soon, but that we should still support it somehow.
