Assign topic to specific plugin contributor

Let plugin contributors assign a topic in their plugins support forum to a(nother) plugin contributor, that will receive a notification and maybe even highlight the thread for this user and/or show them under "Topics assigned to me"

Hi @lapzor, welcome to WordPress Meta Trac! Thanks for the ticket.

It's already possible to ping a plugin contributor (or any other WordPress.org user) by a username and ask them to take a look at the topic.

Currently anyone can reply to any topic, what's the benefit of limiting that to a single person? That sounds more like a ticket system, forums generally don't work that way :)

Yes of course. I did not mean that others shouldn't be able to reply.
