Use h1 for post titles in single view on rosetta sites

Description
Currently, the post titles on rosetta sites are h2 elements in the single view, with the site title as h1 (for example https://de.wordpress.org/2017/11/wordpress-4-9-tipton/). It would be more semantic to use an h1 for the post title and a p for the site title.

Absolutely. Unfortunately this is currently not an option with the way the global header is structured. :/
Let's revisit that if/when that changes?
