New closed status for plugins: Retired

This is for a special kind of plugin we close due to to the owners are gone or unavailable.

It should come with a removal of SVN access but DOES NOT need the rest of the page wiped out.

Bacially it’s reserved for a Final Release type plugin.

Thinking that if we decide to build this, just adding a checkbox to the closed status screen would be easier, allowing to show content anyway. Would mitigate the need for a new status.
