Missing link to translate the plugin

Hi,

For new plugins when there is not any language translation, the link of "Translate into your language" doesn't display, I created a patch and moved that link outside of popover and made it a button
It is now more clear for users who want to translate the plugin
And I think it is now more accessible

The translate into your language link displays for all plugins, new or not. It's on the Development tab.

isn't it better to add it there?

That's kind of debatable. The sidebar there is all informational, it doesn't have any links other than the Advanced View, and that's only because we didn't have anywhere else to stick the Advanced View link.

Translation into other languages is one of those niche things that doesn't need to be on every page. It's kind of a Developer thing to do. A redesign of the layout might move that at some future point though.
