Dynamic milestone notifications

Description

On the ​Trac Notifications screen I'd like to be able to subscribe to the next minor release and have that subscription maintained after each release. Currently I can subscribe to 3.8.2 but once this is out the door I'll need to remember to subscribe to 3.8.3, or 3.9.1, etc.

I'd like to be able to subscribe to the next major and/or next minor releases. Kind of like subscribing to dynamic milestones.

It doesn't look like there this'll get on a short list anytime soon. Given how long it's been around without any action, let's close it for now.
