Coming Soon: Disable Jetpack Publicise while site is in Coming Soon

Currently when a site is in Coming Soon mode, Jetpack Publicise will happily publish posts linking to the still-private posts.

I've only run into that as Publicise is currently not supported in Gutenberg, so I didn't have a chance to disable it before tweets went out.
