Have the significance of plugin ratings decay over time.

Description
It doesn't make much sense for plugin ratings from 5 years ago, and maybe 20 versions ago, to have the same significance as plugin ratings from yesterday, for the current version. Current version ratings should have a higher weight, and older ratings should have less weight. I suggest adding a decay feature to plugin ratings.
