WordPress Plugin: Remove contributors & developers block

Needs to removed Contributors & Developers block when plugin Contributors name is not available or plugin contributors name is listed on WordPress profile.

For some plugins like ​https://wordpress.org/plugins/responsive-client-logo-carousel-slider/ and ​https://wordpress.org/plugins/rubsum-social-links/ WordPress not display there contributors names so need to remove Contributors & Developers block from plugin detail page means when contributor name is not available or contributor profile link is not available then need to remove above block.

In addition it should be noted that the 'Contributors & Developers' heading is duplicated on the Development tab, but in that context it's flagging the translate link, repo links and changelog.
