E.g., ​https://wordpress.org/plugins/highlighting-code-block/faq/ redirects to ​https://wordpress.org/plugins/highlighting-code-block/#faq with a 302 HTTP status. This should be a 301.

Negative, the 302 is intentional. The link is not guaranteed to remain that way and may be reverted to the original style in the future.

When we rewrite the theme. The current theme is less than ideal. It was made for a single page design and the tabs had to be retrofitted back onto it when that design did not work out. A new theme would not be of that same design, and will most likely have the original URLs back.
