​https://wordpress.org/tags/cake and similar URLs redirect to the new tag URLs (e.g., ​https://wordpress.org/support/topic-tag/cake/) via a 302. This should be a 301.

Note that, the trailing slash is added as an additional request, and that this should be consolidated. See #4070.
