Translation Editor badge should not be removed if user still has PTE/GTE for other locales

Description

Currently Translation Editor badge can be removed if user is removed from translation editors for any locale.
Each user can have multiple roles across different locales, i.e. be GTE for other locale, or PTE for multiple locales and therefore they still should keep the badge.

Better checking should be done for Translation Editor badge removal, if user still has badge role for other locales

Rosetta Roles: Remove translation editor badges only when all editor roles have been removed.
