'Forums' subdomains should have friendly error templates

Description

404'ing requests to forum subdomains, such as ​https://blackberry.forums.wordpress.org/sadsadasddfddsf, return a 'raw' server error. This should return a user-friendly template and a 404 HTTP status.

Other error states should also return a user-friendly template, with an appropriate error code.
