Rosetta homepage title tags should be standardised

On the homepage, the title is Blog Tool, Publishing Platform, and CMS — WordPress.

On localized WordPress site homepages (e.g.,, it is (usually) {{LOCALE}} — WordPress.

These homepages should be changed so that the title is always a translated/localized flavour of the homepage, appending the country code.

E.g., Outil de blog, plate-forme de publication et CMS - WordPress (FR)
