I'm not sure there's much we can do here, accounts are created way too rapidly to reliably maintain this, unless we provide someone with delete powers beyond just blocking.
I know there's tickets to noindex blocked users and similar, which had less than favorable input so far though.
For instance we block (on average) 40-60 users per day, and see 1500-2000 registrations just on the international forums (that's not accounting for all of WordPress.org)
