This is not based on IP geolocation, but on http-accept headers from the visitor's browser and the chosen timezone of the browser.

If you don't know French, don't have your browser send it as one of the available languages.

If you're using Chrome, go to chrome://settings/languages and check what it says under "Order languages based on your preference". That information gets passed to websites, and is what is used to give you that second screenshot in the "also available" section.

Similarly, the date in the first screenshot is actually translated by your browser, according to your browser's own settings. Not by the server in this instance.
