Today the #core-css room was created.

Let's make sure they are hooked up properly.

4829.diff​ posts any Core CSS changes into the room and adds announce privileges for @peterwilsoncc and @isabel_brison.

I could not find the code tell Trac Bot to monitor the room for ticket numbers and links. Not sure if this is within the Slack admin.

I'll have it as part of the get_committers() call, 4829.3.diff​ removes the double up.
