Allow links to official WordPress resources in profile bio

Description

Background: #1776, #1900, #4696.

As part of the work on #4696, any links in WP.org profiles are now hidden to prevent spam.

I think links to the WordPress.org network (*.wordpress.org, *.wordcamp.org, wordpress.tv) should still be allowed.

Some examples:

  • My secondary account, @sergey (just a placeholder for my Slack name) used to link to my main account. The link is now displayed in plain text.
  • My main account, @SergeyBiryukov, used to link to a ​make/core post introducing me as a committer. That link is also removed now.
  • Someone might want to link to their talk on *.wordcamp.org or wordpress.tv, there is no reason to restrict that.

Profiles: Allow internal WordPress.org links in profiles, ie. WordPress.org, WordPress.TV and WordCamp.org.
