Mark "not properly prepared" plugins/themes in listing

Description
Currently if you go to :https://translate.wordpress.org/locale/xx/default/wp-plugins/ and you make the following selection "Waiting + Fuzzy least first" you will get a listing of the plugins/themes with least amount of open translations.
This list however includes also plugins/themes that have a mark "This plugin is not properly prepared for localization (View detailed logs on Slack).
If you would like to translate this plugin, please contact the author."
It would be better to not list them or mark them in the listing as "Not prepared properly!" It is a waste of time to have to go into the plugin to see it is not properly setup! If someone wants to approve or check the translations than it is his/here decision. If you do not want to waste time you can skip the record, and focus on properly translated plugins/themes
