Noindex the "Report Theme" page

The page at ​https://make.wordpress.org/themes/report-theme/ should only be accessible _via_ a theme. To discourage direct access, we should add a meta robots tag with a noindex, follow directive.

Since it can now be accessed directly #5405, going to leave it indexed.

It's likely that in the future this page will be removed and replaced with a better flow on the Theme Directory, or enhanced and relied upon further, at which point we'd want it to be found.
