Change sticky notice in Community Team handbooks

There is a sticky notice in all Community Team handbooks about in-person events. As the situation has changed and in-person meetups are allowed under certain guidelines, that message needs some updates. New message for the sticky notice would be:

Due to the COVID-19 pandemic, WordPress events are online. Please refer to our [online events handbook](​https://make.wordpress.org/community/handbook/virtual-events/). For communities COVID-19 has been more effectively contained, returning to hosting an in-person meetup event is possible, with caution, using the [resources provided](​https://make.wordpress.org/community/handbook/meetup-organizer/2021-returning-to-in-person-meetups/). If you plan to move forward with an in-person meetup, you must use the provided checklist.
