Setting/Removing NSFW on a topic requires separate edit action.

Description
When performing several actions on a forum topic (i.e. moving to another forum section, editing post content, etc) and setting/removing NSFW flag at same time, NSFW changes are not applied.
To set or remove NSFW flag a separate edit action is needed.

Tested on Rosetta (ru.wordpress.org/support) - was not an issue, move action and setting nsfw was applied.
At same time tested on international forums, moved 2 topics to Fixing WordPress with setting NSFW, both topics were moved, no NSFW flags were applied.
