Release confirmations are now enabled for [PLUGIN NAME].
This means that each time you release a new version of [PLUGIN NAME] you'll be required to confirm the release by following a link in an automated email.

Issues are:
- Doesn't link to the plugin. This needs to happen. People have waaaaaay too many similarly named plugins out there
- Doesn't say WHO turned it on. So you don't know who to poke at about this.
- Links to the handbook which has no info on this because we've yet to write any. I quickly stubbed out https://developer.wordpress.org/plugins/wordpress-org/release-confirmation-emails/ just now, but we need to write up the requirements (which I think are 'you have to use tagged releases')
