Helpscout photo directory emails contain URL that 404s

Description
The footer of the emails from photos@… that come from help scout includes a link to https://make.wordpress.org/photos/ which results in a 404. The emails that come from wordpress.org for the photo directory have a link to https://wordpress.org/photos/ which does not 404.

A make team may exist at a later date, but doesn't currently.
