Incorrect "Small" Download size

Description

  1. Go to ​https://wordpress.org/photos/photo/25261b1dc6/
  2. Click on Download
  3. The "Small" size is listed as "612 x 408"
  4. Click on "Small" to view the photo
  5. You get a different size than was promised

Specifically, the linked image is ​https://pd.w.org/2021/12/25261b1dc6d1abb39.77665059-768x512.jpg

The size of the actual image (768 x 512, which is also reflected in the URL) is different than the UI suggests.

Photo Directory: Set content width at a higher priority.

Previous priority was too low and thus affected reported image sizes.
