enhancement: Allow uploaders to update image titles

I uploaded this image (​https://wordpress.org/photos/photo/978622d0a8/) but accidentally included a typo in the title of the image. There's no clear way to fix this, neither in the review pending list nor on the accepted upload.

Would it be possible to allow the uploader to modify the title, potentially with an additional review cycle for the changes to prevent malicious changes?

Adding in an additional review cycle and change system seems like overcomplicating it a bit at this stage. Something like that may be added later, but right now, it's too soon.

However, there is a solution for now. Email photos@… to contact the photo directory moderators, who can easily correct those issues for you. This is not advertised widely, but it works. We've been onboarding the mods to the shared email system recently, so, good place to start. :)
