Description
The basic premise is an extension of the /cc functionality ... the idea is to support the ticket's basic idea (as well as /cc'ing the topic) and/or a specific comment in the ticket when you may not have anything significant to add to the conversation other than, "Hey, that sounds really cool!"
A suggestion of the visuals would be to add a "tiny" Gravatar to the specific comment (or ticket description) with a total "+" count for the ticket itself. This may also help to better prioritize tickets by providing a quantifiable metric to report against.

On Core Trac, we are using favorites (watching/notifications/stars) for this and it's worked OK. Some ticket reports even allow someone to sort by stars. While it's hypothetically two different things (supporting the ticket, subscribing the ticket), in practice it works just fine.
Other Tracs will eventually get this functionality.
